  1. Two alternatives come to mind:

    1. Magnatune, and indie record label. You can download WAV, FLAC, OGG, and get a physical CD shipped as well.

    2. AllofMP3.com, a russian online music store. You can select encoding when you purchase, with a plethora of encoding options. You can choose OGG, FLAC, AAC, MP3, WAV, MusePack, with quality and/or bitrate tuning. Pay per megabyte, and incredibly cheap.

    The legality of 2) depends on who you ask. The music industry does not like them, but other sources claim they do act within Russian copyright law.

    They have a Windows application for downloading and renaming files, but DownTHEMall works just fine too.

    Lots of musicians have music there, the majority of which can be downloaded for free. Much of it allows you to edit and/or redistribute it.
